Abstract: In Wisconsin Medicaid recipients have increased from 476,7131 in calendar year 2000 to 815,7002 in 2005. The number of Medicaid recipient children, defined as less than 21 years of age in Milwaukee County has increased from 102,166 in calendar year 2000 to 123,626 in 2005 for an increase of approximately 21 percent. The number of licensed dentists in Milwaukee County has gone from 653 in calendar year 2000 to 328 for the same time frame in 2005.3 This study focused on data collection for years 2000 and 2005. The rationale for focusing on these years was based on the fact that the U.S. Census was conducted in 2000 and the survey tool was distributed in 2005. The purpose of this study is to categorize the perceptions of Milwaukee County dentists concerning dental care screening and dental care delivery for Medicaid children. This study will also identify and propose a tool to improve reporting of and access to Early and Periodic Screening, Diagnostic and Treatment Service (EPSDT) and restorative dental services for these children in Milwaukee County. A survey tool was mailed to 328 licensed dentists in Milwaukee County. A total of 109 respondents were recorded for a response rate of 33 percent. The results of this study suggested a pattern of decreasing dental access based on the decreasing number of providers and the increasing numbers of participants in the Medicaid program. Follow-up analysis of 2006 data confirmed that at the identified rate of dentist attrition there will be fewer than 100 licensed dentists in Milwaukee County in ten years with only 62 percent of these being Medicaid certified. 1 Numbers were obtained from the Wisconsin Medicaid caseload statistics website (http://dhfs.wisconsin.gov/medicaid8/caseload ) and a twelve month average was taken for the year 2000.
