Factors that influence the referral of elementary African American males to special education: A reflection of the pre-referral process

Abstract:

This study was designed to elicit the reflections and perceptions of staff who participated in the pre-referral process for 2 African American males, 10 & 11 years of age. Both young males were involved in a pre-referral process in which the staff recommended interventions to be implemented. The study requires the staff to reflect on how their perceptions of the effectiveness of the interventions were determined and at what point did they make the decision to refer one of the young males for a special education evaluation. The study considers the structure of and the school staff who participate in the Building Consultancy Team meetings. The reflections offer significant information by way of implications and recommendations.
