Strategic synergistic cross-sectoral alliances: A study on developing sustainable community college-business-community relationships to promote innovative educational programs, rural community, workforce, and economic development

Abstract:

This research was a mixed methodology using Delphi technique sequentially with cluster analysis. The purpose of this study was to explore the structure and relationship requirements for building, adapting, and sustaining cross-sectoral synergistic alliances that included community colleges, rural community stakeholders, and local rural businesses/industries. The specific focus was to determine the strategies, resources, and organizational infrastructure that promoted these “strategic partnerships” to develop and sustain over time in meeting the needs of the community. The needs include community development, workforce development, and economic development in rural communities.

The research study described, analyzed, and synthesized these factors or necessary components of a successful strategic synergistic alliance. The common themes or clusters were grouped to determine their similarities among the business, educational, governmental, non-profit, and community panel members. The research questions were (a) What are the effective and successful characteristics of a community college—business—community for rural, cross-sectoral alliances? (b) How do you adapt and sustain cross-sectoral alliances that are responsive to community needs? (c) Why are long-term rural cross-sectoral alliances difficult to develop and sustain through changes? (d) What are potential strategies to develop for sustainability that are appropriate for cross-sectoral alliances? The potential benefits to the collective will include strategies and tacit resources for workforce, community, and economic development.
