The purpose of this research was to review theory and empirical findings of the perceptions of empowerment in Belize Telecommunications Limited (BTL). The study examined the management and staff groups at Belize Telecommunications Limited to identify whether they experienced a sense of empowerment. Based on the varying theoretical views and analysis of the findings, the researcher critically reviewed the results of each of the research hypothesis posed to examine the extent to which the employees of BTL want or perceived to be involved and empowered in the workplace and the decision-making process. For this study, 25 questionnaire items generated from literature review combined with questions from Organization Empowerment Scale (OES) formed a questionnaire provided to 119 Belize Telecommunication employees: 94 of BTL's subordinate staff and 25 management staff from various departments across the organization. Each echelon---management and subordinate---had its proportionate representation in the sample. Of the 119 surveys distributed, 62 were returned (21 management and 37 staff) and all were usable. Data were analyzed using basic descriptive statistics. Results indicated that employees of BTL did not perceive themselves to be empowered. These results based on the application of the OES instrument can assist in understanding their employee's perception of empowerment as affected by the company's organizational factors.
