The purpose of this project was to develop a concrete case management program, identify potential funding sources and complete a grant application for mothers who struggle with substance abuse and are involved in the child welfare system with the. Department of Children and Family Services (DCFS) in Santa Fe Springs, California. Extensive research was conducted to gain further insight into the unique challenges that these mothers face which reduce the likelihood of family reunification. A review of the literature identified common risk factors such as unemployment and poverty, unstable housing, lack of educational attainment and limited social support. Based on these needs a program was developed to improve the child welfare outcomes for mothers struggling with substance abuse issues.

The Charles Stewart Mott Foundation was selected as the funding source; however, grant submission was not required for the successful completion of this project.
