Can proportional representation enhance Black political representation?

Abstract:

This thesis analyzes the strategies utilized to increase the number of African American elected officials, taking into account the historical challenges faced by African Americans as well as the impact of the Voting Rights Act of 1965, the Civil Rights Movement, and the Supreme Court decisions challenging the strategies. This analysis also examines the Illinois House of Representatives' elections before and after the state changed its electoral system from cumulative voting and multi-member districts to winner-take-all single-member districts.
