Abstract:

This thesis provides guidelines for Balanced Scorecard implementation in a pharmaceutical compliance department. The Balanced Scorecard is deployed as the measurement system for the compliance process in a pharmaceutical manufacturing setting; the compliance Balanced Scorecard gives a more comprehensive display of compliance than other means previously used to measure compliance.

The strategic direction of a compliance department within the organization's context is identified, the stakeholders of a compliance function are also identified and their requirements analyzed, and other internal and external environmental factors are determined. Then the four perspectives of the Balanced Scorecard are used to set the department's critical objectives. These objectives are then broken down into smaller tasks, each with its corresponding measure, target, and timeline.

The Balanced Scorecard is an effective visual tool for compliance measurement, it is a whistle-blower in case of noncompliance, and is a continuous tracking system for compliance improvement projects.
