This research provided an alternative perspective to understanding the lack of trust between emergency responders and local citizens. The purpose of this study was to conduct qualitative research to provide insight into the Missouri public’s trust of local response personnel, and their reactions directly following an emergency response early warning notification. This study used a phenomenological research design with a purposive non-probability sampling technique. A total of fourteen participants were incorporated in the study and provided a holistic review of the Missouri citizens’ expectations and strategic analysis concerning reactions to early warning notification systems. The problem is that there seems to be a lack of trust between community members and local emergency management leaders. The research findings suggested all seven themes: building trust, responders’ roles, reaction to severe weather, local media roles, cultural myths, lack of fear, and safety plans are interconnected and revolve around the individual or family severe weather safety plan.
